I have not used it extensively, so I don't have an excellent handle on what is best. It integrates the understanding of the underlying PDF standard, so you don't have to develop it, which is a good thing.

PDF Element is a program to edit pdf files, it is very useful and I like it for its ease of being able to insert text and images that I need to insert in a pdf file, I also like it a lot for the ease of being able to export or save the document from it direct access to the file, with a single click on Save. What I like most about PDFelement is the way we can easily edit any pdf file and also convert them, PDFelements let the user edit any pdf and provides various options such as adding text, images. watermarks, Digital Signature etc. We can also use the "Create PDF" option and use Excel, Word, PowerPoint and even image files to create a PDF file!
